Construction Asbestos Tiles Waste Disposal and Management Project

Asbestos was widely used in fireproof building materials in Taiwan in the 1960s and ‘70s due to its fireproof, insulating, and high-temperature resistance properties. If the asbestos building materials are in good condition without being damaged in their structures, they, in principle, will not adversely affect the health of the occupants. However, during demolition, they are prone to produce asbestos dust, which, inhaled into the lungs, can cause pulmonary fibrosis, cancer and other diseases. Therefore, after demolition, they should be properly classified and temporarily stored with other waste, and should be disposed of by legal firms to reduce the hazards to health. In the early years, asbestos tiles were commonly used as the roofing and siding in construction. When such tiles reached the end of their service life, house owners should be responsible for disposing of asbestos tiles waste. However, the cost was high, which greatly reduced the owners’ willingness to dismantle or find formal disposal modus operandi. Therefore, both management measures and subsidy methods should be established to induce proper disposal. In the Project, we have planned to drive the subsidy operation for the disposal of asbestos-containing construction waste to better the relevant measures of the operation mechanism, including conducting on-site inspections or counseling on subsidy cases, and editing the operating guidelines for the applications and reviews for the subsidy program in relation to the disposal of such waste. At the same time, we have implemented the inspection and management mechanism for such subsidy cases to improve the subsidy execution rate and to have a good grasp of promotions of such subsidies in each county or city. By analyzing the information system and management measures related to the construction asbestos tiles, we may study and propose the disposal measures for their waste, and strengthen the management on the flow of such waste. And by analyzing the feasible disposal methods of such waste, we may propose a heat treatment test plan in which we may evaluate the feasibility of its reuse after heat treatment.
